I have been experiencing this issue for 2 weeks. I have checked my connection and all seeing on my xbox/microsoft account.
Please help.

I just had this problem happen to me. I tried to join my friends' world that they installed a mod on. When the pop-up telling me to download it appeared I pressed download. After about two seconds the error popped up saying that there was an error while downloading the pack. I'm playing on 1.16.221 and I'm playing on my xbox one.
