I was playing normally with a friend and went out to go collect flowers for dye and when I dipped into the water I assume and swam on the surface across to the birch forest below the mountain I live on it, began playing Dragon Fish completely randomly and wouldn't stop until it played the entire song even though I wasn't underwater in any way or deep in the ocean. I also had a previous song play that was not part of the overworld land's normal soundtrack but brushed it off, this has been ever since the nether update and this has never occurred before.

Cyccore18 yes. At first I thought it was some nether music but after listening to Dragon Fish I can confirm it's that song. It's nice but annoying on land.
I’ve figured out how the bug is triggered. When you enter water the music starts playing, but when you leave it keeps going and going and nothing can change it.

However, this issue is Working as Intended.
The report you have submitted is working as intended: Even when you swim under the water for a short amount of time, the game figured since you are under the water, the appropriate music should play. You getting out of the water won't immediately reset the music.
Please note, that the mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, Redstone, villagers, and animals may not work the same in current versions.
