Desert meeting place 3 bell cannot be affixed by the player in survival

I want to rotate my desert village's meeting place but my village uses the desert meeting place 3. In that meeting place the bell is on the underside of a smooth sandstone slab as designed. In world generation for that desert village meeting place 3 there is no generation error. But the player cannot create without the setblock command that same meeting point by hand since the bell cannot be placed by a player on the underside of the smooths sandstone slab. (I can't create it in survial mode)

Is this still an issue in the latest version? If yes, can you please add it to the affected versions (or mention it if you are not the reporter)?

A bell is only impossible to place on the underside of a Smooth Sandstone Slab if you are trying to do it on an upper slab (slabs are half the length of a normal block, and you can place them in either lower or upper half of a block space). Are you certain that this is not what the issue was?
