I have mending on most of my tools and all of my armor. It works fine for my armor and sword, but not for any of my tools, regardless of if I use them or not. The ones affected are always either in my inventory or my hotbar, but they're usually in my hotbar. I've tried with both netherite and diamond tools, and it won't work for either.

However, this issue has been closed as Cannot Reproduce.
We were unable to reproduce the problem you are describing in the latest version. You will need to be holding the tool for it to receive mending XP. For the related vanilla parity issue, please refer to MCPE-80156.

Make sure you hold the items in your hand if they are not held then they will not get mended
Also try mending your items without wearing armor when you’re wearing a full set of mending armor the chance of the item you’re holding being mended is just 1 in 5
