[MCPE-88832] Cannot descend through scaffolding that has water above it when using a controller

If water goes over my scaffolding (building a water elevator), I am unable to go down the scaffolding. I just crouch there, going nowhere.

This is still an issue in 1.20.50. I have attached a world with dry scaffolding, waterlogged scaffolding, a water source above scaffolding, and flowing water above scaffolding. You cannot descend through scaffolding that has water above it.
