When I bred my horses, or its other variants, then the offspring of the 2 parents have less health than usual.

This could be due to bad genes which is a mechanic these steeds have. There are separate values for speed, health and jump height. Either the horses you have have bad genes or bad RNG or both

According to the wiki it should be expected that sometimes the foal's health will be less than that of either parent.
When breeding two horses, or a horse and a donkey, the foal's stats are determined by averaging both parent's stats with a third set, randomly determined as above (i.e. add both parents' stats with the random value and divide by 3).
