I surrounded a Zombie spawner with Soul Torches, and Zombies continue to spawn, even though the torches lit the room. I replaced them with regular torches and the spawner deactivated. I have not tried this with other spawners. Soul Torch data values are incorrect.

Cassey Bedrock spawners have a 9x9 diamond centered on the spawner for spawning spaces. Additionally the spawning spaces are 3 layers centered on the spawner. See Gruva Guy's video here https://youtu.be/WWR9znXUKZo
If the top layer of spawn spots registers a light level of 7 then you can still get spawns with Soul Fire torches. Remember that light level drops 1 level for every 1 block space traveled to include vertical space.
Draco894, I understand that. The room was 5x5x4 and I had a soul torch on all 5 exposed sides to deactivate the spawner and it did nothing to deactivate it, or even slow down the spawning at all in the small room.
Since you said "5 exposed sides," I take that to mean you did not mine out the floor. That means there were 2 layers of spawnable spaces. Here is the lighting on the spawner/ground level, with soul torches in light blue and spots that are not bright enough to prevent spawns in red:

As you can see, using soul torches 16/49 spots are dark enough to allow monster spawns.

However, this issue has been closed as Working as Intended.
As explained by above comments, the light level of a Soul Torch is not sufficient to completely disable a spawner.

Soul torches emit light level 10, zombies need < 7 to spawn, spawners have a spawn radius of 17*17, therefore, even if you surround it on all four sides, there are still 264 blocks for them to spawn on. Use regular torches, it's cheaper.
