Confirmed this is happening for me, as well. Wither skeletons just stand in the wither roses even when the player gets rights in front of them.
I am also having this problem in my farm that is using a piglin to attract the wither skeletons but they just stand there and as soon as i remove the one wither rose that is between them everything is fine
I just built a wither skeleton farm on bedrock and placed wither roses to kill other mobs. The wither skeletons just stand in place and will not move even tho they do not get hurt. Other mobs do get killed but farm is no good if wither skeletons will not move. 1.16.1 on Xbox one.
Love the nether update btw, mob spawning is terrific!! Great job.
