Hopper Minecart won't deposit items to a hopper with a rail on top

A hopper minecart that I'm using for a farm won't send the items that it's picking up into the hopper below it, the hoppers have a rail on top of them so that the hopper minecart can go over them and they are not sending the items to the hopper directly below. I'm certain this is a bug as I have tried to do this out of the farm and had the same results.

I cannot reproduce this issue. In my auto-smelter, hopper minecarts running on rails deliver the items evenly to the hoppers which feed the furnaces.

You probably have one of two problems:
1. The hopper below the rail is pointed somewhere other than downward to the furnace/blast furnace/smoker. It must be above the furnace and its output funnel must be pointed downward.
2. The hopper below the rail is being activated. Activating a hopper disables it so it won't transfer anything (although adjacent redstone components, if properly configured, can still transfer items into and/or out of it, so sometimes it appears to be working when it's actually disabled). A powered rail on top of it does not activate a hopper, so don't worry about that. Instead, look for a redstone component that's powering the hopper, or a powered solid block adjacent to it. Either of those would activate the hopper.

If neither of these appears to be the problem, please try asking for help at Community Support such as the Minecraft Discord. That's a much better place to get help understanding what's happening when it's just a case of a complicated mechanic you didn't quite understand. If they can't help you, then perhaps it's a bug after all, so you can come back with more information and we can take another look to see why it's not working for you when is for us.
