Upon the world generation, farmer villagers will not harvest the natural generated crops until they will have seeds, wheats, carrots, potatoes, and beetroots. I notice this as a bug even in java edition the farmers will harvest its crops upon generating the world unlike in bedrock they ignore the fully grown crops.
