as i try to use a bow against the ender dragon while he is at the portal location in the centre i cannot do any damage to him with a bow but swords seem to work, as the dragon leaves the centre bow seem to take effect again

However, this issue is Working as Intended.
This behavior is by design and works the same in Java. As explained in the wiki Ender Dragon article,, while perching above the end gateway "the dragon is immune to arrows in this state"..
