This not about bedrock and is instead about the legacy console version of the game. In the nintendo switch version of legacy console water cannot be placed in the end.

Switch didn't have the legacy console version as far as I'm aware.
In any case, the legacy console editions are no longer supported so issues with those versions can no longer be accepted as bug reports.
