Mobs not spawning

So my world all of a sudden began experiencing bugs and mobs began to not spawn and then I tried restarting and even deleting and reinstalling Minecraft and now only a few mobs spawn, the world is on normal and render distance is see above 10, I can’t seem to figure out the issue

I am having this same issue. I can't find any hostile mobs naturally. I can only find them in the nether, rarely, or near mob spawners. I cant find creepers, skeletons, spiders, zombies, slimes, or witches. They just don't spawn in my world. I have stood completely still at night and in caves and not a single mob spawns. This is really unfortunate, as I can't get gunpowder or find zombies to change villagers. I need this fixed for my world to continue.

Not sure if this is the same issue, but since a couple of days there are NO mobs spawning anywhere near my base anymore. I haven't even seen a fish in the ocean. If I walk or swim a good distance away from my base, mobs start appearing again like normal. But nothing near my base. Even my 'pet' zombie disappeared (and yes, I had him named. Had him for a long time, and was getting quite attached to it, lol.)

Edit: I checked, and it seems that around 100-200 blocks in any direction from my base, mobs start to spawn normally. Since my base is on a small island and the ocean normally is full of mobs, this was easy to check.

(Am on PC, Windows 10)

Edit2: I solved the issue in my world, but still don't understand why it happened. Also, like I said, I have no idea if this is the same issue you are experiencing. But in my world, the mobs reappeared after I made a copy and killed off a lot of the animals I kept, specifically (if it matters at all) ducks and sheep. Immediately, the ocean was alive with drowned, squid, fish and dolphins again. And at nighttime the familair mobs spawned like normal.

So for me it's solved, but I thought passive and hostile mobs had seperate mob caps? If so, this specific observation doesn't make much sense. Still, at least I can play like normal again, after I figure out in the original world how much of my animals I need to kill. I obviously don't want to have to kill them off alltogether.

The issue here is that the game has a global cap of 200 mobs. This applies to all mobs with spawn rules (so not villagers, minecarts, etc.) if you have a lot of animals in your base, such as in a chicken hatcher, then no mobs will spawn naturally while it is loaded.

Is this still an issue in 1.16.221? If so, please first confirm that you do not have too many mobs within the simulation distance and then clarify the Description section above, using this format:
Steps to Reproduce:
1. (be complete and precise so someone else can repeat your exact steps)
2.
3.
Observed Results:
(briefly describe what actually happens, including exact message(s) shown)
Expected Results:
(briefly describe what should happen)

(add screenshots or video to help explain the issue)
