Locked Hoppers still pick up items

When trying to make an item sorter, with ImpulseSV's design, the locked hopper still picks up items from the unlocked hopper above it. When you replace the unlocked hopper above the locked hopper with a chest or other storage container though, the hopper will not pick up items.
