When trying to make an item sorter, with ImpulseSV's design, the locked hopper still picks up items from the unlocked hopper above it.

Redstone in the Bedrock version of the game acts very differently than from the Java version meaning that it is entirely likely that the design does not work. Could you please attach screenshots if possible so we can confirm whether it should work or not based on Bedrock Redstone Mechanics. In the meantime I would suggest looking up a item sorter Specifically for Bedrock/Pocket Edition versions of the game.

Yes, but the design worked before 1.16 and I have seen no new designs for Minecraft 1.16. This is implying that tis is a bug and not an intended feature. I tried making my own design, and it took hours and hours, and still didn't work. The only time this happens is when the locked hopper has an unlocked hopper above it. Any other time, it will not pick up items. Even in entity form.

this is intentional in java per MC-6883
if you want to stop the top hopper pushing items downwards make that upper hopper point horizontally
There is not enough information on this ticket to confirm a bug. Soh Kai Jim may be right that you have the hoppers pointed in a way that does not work for filtering. Without a screenshot or more detailed description we can’t be sure.
