Wither not spawning

The wither doesn't spawn despite building it in the correct formation and placing 3 wither heads on top. I'm on easy.

in what order did u place them in, if the last block you placed was the soul sand, this is a duplicate

The last block placed wasn't the soul sand, it was one of the wither skulls
