[MCPE-9625] Useless control settings for non-touch screen users

In the Controls section of Options, Split Touch and Lefty options are always displayed regardless of whether or not the user has a touch screen.

This is there on purpose. They made it this way so you could switch quickly back and forth from using a keyboard (controller) to touch screen.
