Endermen are not affected by splash or lingering water bottles

I try to kill endermen using splash water bottles but they are not damaged by the bottles.

Steps to Reproduce:

1. Place and open a repeating command block

2. Enter the following command: /tp @e[type=enderman] ~~~

3. Activate the command block

4. Spawn an enderman

5. Throw a splash or lingering water bottle at it

Observed Results:
The enderman takes no damage.

Expected Results:
The enderman should take damage.
