Blazes aren't hurt by splash or lingering water bottles

Splash water as well as lingering water doesn't hurt blaze.

What is expected: Throwing a splash water bottle deals half a heart damage to blaze.

The same also applies to endermen.

Endermen by design will teleport away before the potion hits them.

Edited title and description - the AOE of splash potions should also damage endermen, but doesn't currently.
