Long story short, I am on *Windows 10 PC.*I am also on *DirectX12*. So why did I get this message ?

Windows 10 computers with graphics cards that don't support Direct X 11 - like this Intel Q45/Q43 chipset - are also discontinued.
Works as intended! It appears you are using integrated graphics, which don't support DirectX 10.1 or newer.
As others have mentioned, unfortunately your device does not support a high enough version of DirectX.
