This looks like the same problem as MC-180098, however that shows resolved. I have a multi level farm and the carrot farmer is on the carrot level, wheat farmer on the wheat level ect. These farms were working great in the beta. None of the farmers are harvesting the ready crops. I built the same farm system on another biome and it was still the same result.
