After update 1.16.10054.0 gameplay seems to be slightly different...
The cursor has a motion delay that gives the impression of console gameplay on PC with mouse. It's a little confusing and you can't have accurate any more when fighting or building just because the cursor has a delay when moving.
I didn't find anything related to this in the change log, so I'm not sure if this is a bug or something intentional.

We're actually already tracking this issue at MCPE-98861, so I will resolve and link this ticket as a duplicate.
