Steps to reproduce
Load a world that has enchanted apples that were obtained prior to version 1.16. Put one of these in the player inventory.
Obtain an new enchanted apple in 1.16 by any means.
Expected result
The enchanted apples stack.
Actual result
Enchanted apples obtained prior to 1.16 do not stack with enchanted apples obtained in 1.16.
Note
This bug and MCPE-70449 seem to be caused by the enchanted apples having different damage values. Enchanted apples from before 1.16 have a damage value of "1", while enchanted apples from 1.16 have a damage value of "0". Thus this issue is similar to MCPE-48421 and will need a fix like MCPE-54617.
I found some notch apples in my "hardcore" world and went to stack them and they don't combine like regular hold apples or any other item would. The notch apples are acting like armour or weapons.

I noticed the same thing last week, but was too lazy to make a bug report. Prior 1.16 egas don't stack with post 1.16 egas.
