Ender crystals only teleport server-side. If you telelport a crystal, it appears not to move and the player can interact with it at its visual location, but it will explode at the location it was teleported to. As noted in a comment below, this seems to be the same behavior shown by XP orbs: they never sync positions between client and server (MCPE-11181).
Steps to reproduce
/fill ~3 ~ ~ ~3 ~9 ~ glass
/summon ender_crystal ~2 ~ ~
/tp @e[type = ender_crystal] ~3 ~10 ~
Punch the visible ender crystal.
Expected results
In step (3) the ender crystal changes position visibly. In step (4) you have to go up to the top of the glass pillar to hit the ender crystal.
Observed results
In step (3) the ender crystal appear to stay in the same place. In step (4) when you punch the visible ender crystal an explosion occurs at the top of the glass pillar.
Ender crystals doesn't teleport when I used /tp. Fix it pls

This big also happens with xp orbs, and if you would like steps to reproduce see MCPE 155687
This bug does occur in the latest version, and the end crystal is teleporting (as in it's location in game is changing) however it doesn't render as though it's teleporting.
I have uploaded a video recording of the bug to youtube.
The detailed situation is on MCPE-121404.
