So, I've run into this issue multiple times on various versions of Minecraft across multiple platforms. I can't join a friend's world, and vice versa...
Usually, it's always been an issue of Toredo. No problem, just go into the services app and restart services that are related to the Xbox App, then cross my fingers and pray that it actually works because it usually takes several restarts.
On an unrelated note: every night I look at the ceiling and cry, praying that one day Microsoft will fix the Toredo issues on Win10. Day and night I feel empty and lonely, why must pain be something we can feel both physically and emotionally?
However, recently, I've been totally unable to connect to a friend's world and whatnot, even after confirming via the networking tab that Toredo is functioning properly. I've only had this happen once before (also on Win10), but it was ONLY with one friend (who played on Xbox), otherwise it was working properly. I haven't been able to test this time, though.
Now, here's what I've tried:
Restarting relevant services
Restarting my PC
Restarting my router
Making a blood sacrifice to Microsoft CEO Satya Nadella
I know some of this post may come off as a joke or a troll, but I'm serious when saying that this is most definitely either a Toredo issue or a bug. Plox fix.

Is this still an issue in the latest version? If yes, can you please add it to the affected versions (or mention it if you are not the reporter)?

As expected, no comments or anything yet. Again, I would like to stress that this does not happen when joining servers in Bedrock. Both me and my friend can join servers (like Mineplex and whatnot).
Now, I was expecting a generic reply about this being a duplicate thread, glad that's not the case. Please, mods, if you see this don't just post "this is a duplicate thread, here's some old workaround thread," because I've seen that already on other threads, and they aren't resolved. Spoiler alert: it doesn't fix anything. The thread I saw relies on some of the simplest possible issues, and doesn't even seem to consider any other more complex possible issues.
I know how to open ports, I know how to safely reset services in Windows. I sit at a computer for like 14 hours a day to configure networks and play video games. Work with me, mods, I'm certain there's a solution to be had.
