FOV defaulting under water

Changed FOV does not apply while under water. When under water the FOV defaults in view. You are unable to change the FOV while under water, changing the scale does not affect the view.

@unknown Please don't remove the awaiting_confirmation tag. It's not for awaiting confirmation of the bug, it's for the G+ closed community. Hyper and I created public MoJira filters that display all issues with that tag. I'm hopeful that we can use the same method in 0.13 beta testing then the "known bugs list" is just a public filter view in Mojira!

Confirmed on Samsung Galaxy S6 (SM-G920W8), Android 5.1.1, MCPE 0.13.0.

Also, seems like I changing the FOV doesn't affect the view at all when under water.

Please respond and add the current version if you can reproduce this issue.

The FOV setting can be changed while underwater.

The FOV still changes slightly as you travel below water, this is WAI and is meant to simulate the difference in the refraction of light underwater.
