Summary: If you replace the skeletons weapon with a crossbow, and tries to attack with it, it does nothing and holds it in a weird way. Same thing goes for strays.
How to reproduce
Summon a skeleton/stray
Use the command:
For skeletons: /replaceitem entity @e[type=skeleton] slot.weapon.mainhand 1 crossbow
For strays: /replaceitem entity @e[type=stray] slot.weapon.mainhand 1 crossbow
Be in survival mode
Observed Result: The skeleton/stray holds the crossbow weirdly
Expected Result: The skeleton/stray uses the crossbow like the Pillagers do
