When I try to upload my world to Realms on ps4, I get an error message after a short period of time where I can only select cancel at "Initialize Upload" after export.
Realms reflects my settings such as "world name" and "fire spread", but when I select "play", it loads a different world than the one I want to upload.

The same problem is occurring in all of them.
I have tried restarting ps4 and reinstalling Minecraft with the same result.

If you use the Manage Realm option did the world happen to upload to one of the inactive world slots?
Are there any add-ons in use? If so, which ones (name and creator)?
Does the issue still occur if the add-ons are removed?

I am not sure I understand your question. I apologize if my answer is misguided.
When I open my Realms admin page, I see
(1) "World I created in Realms"
(2) "Newly created"
(3) "Worlds that existed when I joined Realms (cannot be edited)".
(not editable) exist.
If you delete (1), the title will return to "My Worlds".
After deleting (1), I tried "Replace World" and "Upload World" to (2), but the same error occurs.

How long are you waiting on the "Initializing Upload" screen? It may take quite a long time (perhaps even an hour) to complete the upload of a large world, so you might try giving it a lot of time.
Are you getting any other error messages?
How large is the world you are uploading?
Are you uploading a vanilla world, one with add-ons, or a template / marketplace world?
If it is a Marketplace world, which one (name and creator)?
If you have add-ons, does the problem still occur if those are removed?
Are you able to upload a brand-new world?

After waiting 30 seconds to 1 minute at the "Initialize Upload" screen, the "An error has occurred" screen appears.
Note that even after waiting for more than 10 hours on this "An error has occurred" screen, the world has not been replaced.
The same error message is displayed each time.
The world I am uploading is a vanilla world of about 230 MB.
The same error occurs with newly created worlds.
