After it has been raining, tamed wolves that were sat outside in the rain start looping the sound made when they shake off water, and their heads can be seen shaking slightly, but quickly. The sound is very loud as you approach them, and doesn't seem to stop even if you make them stand and walk around.
I can't really add steps to reproduce as of yet other than leaving tamed wolves sitting outside and waiting for it to rain!

This isn't limited to dogs either. I have endermen intermittently running around in pain as if it were raining when there's nary a cloud in the sky. I've also had zombies in broad daylight coming after me protected by the non-existent rain. Mobs I've noticed suffering from this problem:
wolves/dogs
endermen
zombies/skeletons
So this is clearly a general wetness detection glitch rather than being specific to the dog shaking behaviour dogs.
This seems to be persistent to certain mobs. But not universal, so not every mob of a given type will have the glitch but some infrequently do and once they acquire this state, I haven't seen it resolve itself. I'm testing to see if the end of an actual rain will reset the state normally. I have a chained up shaking dog awaiting a rainshower....
Update: dog shaking stopped at some point, but I didn't notice when or how. Still occurs with other mobs seemingly-randomly and stil pseudo-persistent.
could the sound have been the sound of riding a rail car? the loudness you described is exactly the same as what I had, like a loud roar... See my bug report #REALMS-169

I have experienced this in my Realm, as has my wife. If a wolf gets wet from rain or a water block it will make the sound for shaking off water in a loop. The sound doesn't stop even in broad daylight unless you avoid that wolf or kill it. Even if it is turned to your dog it continues to make the noise. We killed off our wolves because the noise was so loud we couldn't hear anything else in the game.
