I have been running around on my realm and noticed this issue. I was at full hunger and had just eaten but when I heal, it stops half a heart away from being fully healed. I can't really replicate this issue but it has happened a couple times now. I have even run around, depleted my hunger and gotten low on health and when eating, the same thing occurred.
