My mate is a streamer who has a realm with a queue with over 30 people waiting to get on the maybe 15 member realm, the 30 people are provided with a queue realm where the operator (myself) will overlook behaviour in the streamer's chat and in the queue to see how they play and act to judge who gets in.
Recently someone has been needed to be banned plus a person not opted into realms stories and then 2 people who want to greif that I was asked to kick, all 4 were offline and I was unable to see the manage members tab which another streamer told me where it should be but I couldn't see it, nor kick them, today one logged on and I pressed the kick button and they rejoined, the realm owner is also unable to kick these 4 people no matter what they try

Manage realm is accessible only for owner of the realm. Member with Operator role can't access manage realm tab. Operator can't block people from accessing the realm.
If it's larger community, consider using Bedrock Dedicated Server that have bigger capacity and have more options to personalize your server.
