I am not able to turn off actions and stuff textures on a realm

So when I try to turn off the actions and stuff textures (not the animations, just the textures) on a regular world, it works fine. But when I try to turn the 16x texture to 32x, which should be off, it doesn’t do anything and the textures remain the same. I’ve tried it on a phone, tablet, and Xbox to no avail.
