Pillage Patrols not Spawning

I moved my seed to realms at the end of December, I didn't put it together until today. I've noticed for a while the pillage patrols weren't spawning on my realms server with my friends. I've used commands and nothing would even pop up on the screen saying the command were accepted in the game. Today I found an article describing this issue so I took a copy of my seed and loaded it in single player. The commands were accepted and pillage patrols where spawning on the none realms side “single player”. I don't understand why they are not spawning on the realms but then spawn when I'm not on realms.
