chunks failing to loade

the chunks aren't loading properly when moving but is especial apparent when using an elytra and is also having a lot of issues where we get teleported as if the server was lagging to everyone at once for several minutes - hours on end and chunks are loading in weird where i would re generate it several times even if it is not a new chunk that is being loaded and chunk corruption is common where the wrong biome as in an ocean chunk generates above the ocean water line while being surrounded by jungle for a few hundred blocks same with caves)or a chunk reset occurs
