[REALMS-3205] Realm wont change to creative

When I go to change the settings on an existing realm from survival to creative then "save settings" I start the realm and it's still in survival mode so I back out and go to realm settings and it says it's in survival like I never changed it to creative tried changing on all platforms except windows 10
