Our realm keeps kicking everyone and then setting back 15 minutes or so

We're tracking the rollback issue in MCPE-12347, so this ticket is being resolved and linked as a duplicate. When everyone is disconnected at the same time it is likely due to a crash. These are automatically logged and handled outside of this bug tracker.
