While at my raid farm I noticed one of the waves wasn't coming down the chute. It took a while to finally find them outside the raid range. The raid bar didn't show up at the top of the screen in the area they had spawned (a few hundred blocks away in one of my castle towers on top of carpet...). There were three people in total on the server all in the same area. Once the wave that spawned outside the raid range was dealt with the remaining waves spawned in the raid farm (which is above a pillager outpost) as normal.

Cleaning up old tickets: This ticket had been set to 'Awaiting Response', but has not received a response from the reporter (~3 months+) so is being closed as Incomplete. We would need a lot more information in order to reproduce this issue, particularly, specific steps that someone else can follow that will cause the problem to occur.
Does the issue only occur on the realm or does it also happen on a local copy of the world?
Would any other villages have been loaded when the raid spawned outside the expected area?
Did any of the other players have the Bad Omen effect?
Can you reproduce the issue again on your realm?
