They now spawn on scaffolding once in a while... I've watched them spawn right next to me on top of scaffolding in my bedrock realm many times now. 

 Same issue on IPad bedrock. I've gone 4k blocks in multiple different directions and always get the same treasure map.

I have this same issue in my bedrock world where the giant fungus replaced my pistons, sticky piston, and chest. The blocks were not dropped, just replaced.
