Chat stops working for ~10 minutes at a time, then sends all messages sent in that 10 minute period at once

For the past month or 2, me and my friends' Minecraft Realm has had an issue where anything involving typing (Chat, signs, renaming things in anvils, etc.) have stopped working entirely for about 10 minutes. I have never timed it so I don't know if this is the exact amount, but that's what I'd estimate. We have both had this issue. I am playing on Windows 10 on the laptop, and he is playing on an iPad. After the 10 minute period, all messages sent in the 10 minute period will suddenly send all at once without warning. Any messages typed appear to send on the typers' end, but the other person cannot see these messages until all the messages send at once. The same is true for signs, it will appear blank for the other person, except for after the period, the sign will go blank, even for the original person. When trying to name something in an anvil, it doesn't work at all, it will let you enchant, but not change the name, even with enough XP. It will let you type in the given space, but will not show that it was renamed. I could not find anything on this when I was looking it up.
