That's definitely an issue with the formatting then, the IDE probably put an extra ' because it thought it was a string or something.
Still affecting new versions (1.16 or 1.14)
I checked en_US.lang file, and I found that it still show “

This might not be a WEB issue and possibly is an Bedrock (MCPE) issue.
At least this same translation string can also be found in the en_GB.lang file in the vanilla resource pack. (Vanilla_Resource_Pack_Beta_1.16.0.58\texts\en_GB.lang)
