I know that I cannot change the username on Jira Forums by myself, but I am interested in the way of it's changing by a staff manager of Jira.

It might be possible to change your Jira username. See WEB-2600 for details.

We don't do username renames on Jira except in rare cases. If you want a new username you'll have to create a new account.
