Java Project summary "Report a New Bug" link has incorrect security level value

Has a link to create bug reports "Report a New Bug", and it opens 

&security=10317

But this security level gives an error, even if you try to select a value from the selectbox: 

The security level is invalid.

I can confirm that this is an issue. Previously, 10317 was used as the "Minecraft - Public" security level, but this no longer exists, so the value should either be removed, or changed to -1.
