The comma after 'Capes' in the following bullet point of the Commercial Usage Guidelines is misplaced:
sell cosmetic entitlements, except for "Capes," which we define as anything that attempts to visually emulate the feature of a Minecraft player Cape.
The comma should be behind the quotation mark instead.

I've always known that commas and periods should be placed before the end quote – this is possibly the result of different variants of English using different punctuation rules.
But that would suggest that the referenced item is "Capes," instead of "Capes", which seems wrong to me in all variants of Englísh.
I think American English uses the punctuation of a comma or a period before the quote, whereas other variants use it after.
That bullet should not have any commas whatsoever. I'm just going to stop looking at all the unneeded commas now....
