is the IP location of the website 'resources.download.minecraft.net' changed?
or is your server broken?
I even went to see other feedback for help.
they gave me a new ip location of it,but I tryed it,however,no effect.
downloading from the new location will return the code '403'.

Can you list any mods you may be running since I see you have forge, for some reason the program is requesting a incorrect URL, the correct URL is the one Robert posted. Trying to see if I can reproduce this.
