I can not find China mainland in the country section when trying to buy java, there's no way to pay with paypal

I would like to know if it is a bug or not, Before when i tried i could find china mainland, but just now there is no china mainland, so i was wondering that if it is a rescriction or something that is limiting chinese user to be able to buy java? i dont know if others are facing the same problem, but I would like to be able to purchase java
