Open issue filter doesn't include reopened issues

The open filter in the issue search widget does not include reopened issues, this does not make sense and was not the case with the old bug tracker.

Steps to reproduce:

1. Go to the MC project's issue search widget.

2. Ensure that the issue filter is set to "Open issues."

3. Attempt to search for a reopened issue (e.g. JQL: key = MC-260743).

4. Observe how reopened issues are not included in the search results.

Expected Result:
Reopened issues would be included in the search results when searching for open issues.
Actual Result:
Reopened issues are not included in the search results for open issues.
