[WEB-8172] Text will flicker in the edit report

Steps to reproduce the issue

Open https://report.bugs.mojang.com/servicedesk/customer/portal/2/MC-300578 in google chrome browser
Then, open a report your submitted, then scroll up and down

Expected result

If scroll up and down in edit your own report will not flicker the text

Actual result

If scroll up and down in edit your own report will flicker the text
