For some reason, whenever a ticket’s summary exceeds a certain amount of characters or contains a long URL, the site’s page will constantly “bounce” or go up and down repeatedly as it attempts to fit all the characters within a single line. This may be an issue limited to specific device resolutions.
Steps to reproduce:
Go to the “Web Services” project.
Locate the bug report WEB-7711
Observed results:
You’ll see how the site will attempt to fit the URL within the summary into a single line, which causes a visual glitch to occur, causing the page to repeatedly bounce up and down.
Expected results:
The summary should be displayed correctly.

After further inspection, it appears that this may only occur whenever there’s a URL or a long word preceding the second row/line of text, as other reports that have a summary with more than a single line of text don’t exhibit the repeating bouncing behavior I’ve described here, and will immediately correct themselves (even if they do partly bug in the process of doing so).
By my side, can confirm got fixed and the flickerof the text when editing the report and scrolling down.
