Titles of other private issues are now visible in the Issue Links panel, if linked to visible issues

The bug:

The titles of other duplicate or duplicates of private issues are now visible in the Issue Links panel if one makes a private issue and that report gets linked in some way. Is this even intended? This wasn’t even possible on the old site.

Steps to Reproduce:

1. Make a new valid private bug report.

2. Hope the private report gets a volume of duplicate issues that are also private issues, or have it fall victim to a mainstream private issue, or have it related to a private issue in some way (such as clone, duplicate, testing discovers, etc)

Expected Results:

The titles of linked private issues should not be visible in the issue links panel to anyone other than moderators, Minecraft Quality Assurance and Mojang staff.

Fixing this bug has a negative side effect. This is bad at avoiding future duplicates of private issues, as generally duplicates of bug reports should avoid being created.

Observed Result:

The titles of linked private issues are visible. You could finally see at least the titles of other private issues that were never meant to be seen at all, just not their content inside.
