Issue has been resolved. Issue was file was write locked by root user. MCDBS was ran by user

The changes that were made
Server-name=Buildcraft Bedrock server
Difficulty=normal
Allow=cheats=true
Player-idle-timeout=300
Level-name=Buildcraft server
Content-log-file=true
Server-authoritative-movement=server-auth-with-rewind
The rest stayed the same
Note that this is a brand new server file
And the older 1.17 server file work fine but is not run at the same time as the new 1.18
I did tried using a different port but it did not work(later set it to default)
